When any question or proposition is before Council, or under debate, no motions shall be received except the following, which shall have precedence in the following order:
(1) To adjourn.
(2) To lay on the table.
(3) For the previous questions.
(4) To postpone to a certain day.
(5) To commit.
(6) To amend.
