Members of Council appointed to standing and special committees on September 17, 1964, shall serve in such capacity through December 31, 1965. Thereafter, members of Council appointed to standing and special committees shall continue as members thereof for a period of one year, subject to review, reappointment or replacement by the President of Council at the end of that time.
