Standing committees shall be composed of at least three members of Council, one of whom shall be the chairman, except the Finance and Wages Committee and the Sanitation Committee. The Finance and Wages Committee and the Sanitation Committee shall be composed of three members of Council respectively, one of whom shall be designated as chairman. The members and chairman shall be appointed as soon as convenient after election and the organization of Council, but not later than the second meeting of January.
