No interim structure shall be constructed unless it meets the following conditions:
(a) The use of the interim structure shall be consistent with the use contemplated in the approved development plan; and
(b) The interim structure must comply with the Ohio Basic Building Code.
(c) Construction of the permanent structure must begin prior to or concurrent with construction of the interim structure and continue while the interim structure is in use. The interim structure and its use shall not interfere with the continuing construction of the permanent structure.
(d) Council may add any additional conditions at the time of approval.
