Any expense or cost incurred by the City pursuant to Section 1381.08(d)(6) and/or Section 1381.08(d)(10), or under any other section part of or essential to the enforcement of the provisions of this chapter of the Codified Ordinances shall be reimbursed to the City by the responsible person. If not so paid by such person within thirty days after billing, such expense or cost may be recovered by an action at law against the responsible person, or may, to the extent permitted by law, by resolution of Council or as otherwise provided in the Codified Ordinances, be certified to the County Auditor and placed on the tax duplicate for collection and shall become a lien on the land involved.
