Before any work is commenced upon any construction site located on any lot or parcel of land, the temporary or permanent access driveway from the street or roadway shall be established and provided. Such driveway shall not exceed twenty feet in width, shall be composed of cinders, slag or other similar material, shall be located at the point designated on the plot plan for the permanent driveway for such lot or parcel, and shall extend at least fifty feet into the lot or parcel from the curb or edge of the improved portion of the street or roadway. All mobile machinery or equipment and all trucks or other vehicles entering the lot or parcel or being taken thereon for purposes of delivery or otherwise, or exiting therefrom, shall enter or exit only over, upon and by means of such access driveway.
