1369.01 COUNCIL FINDINGS; ACCESS DRIVEWAY REQUIRED.
   Council finds and determines that during the course of construction of buildings within the City, it is necessary for vehicles and equipment to travel from adjacent streets and roadways to the lot on which such buildings are to be constructed. Council further finds and determines that frequently there is no driveway over which such vehicles and equipment may pass when so traveling, consequently damage results to the curbing, sidewalks, storm sewers, drainage ditches, culverts and other improvements located in or upon the area over which such vehicles and equipment pass. Therefore, before a permit is issued for the construction of any building within the City, the builder shall promise and agree to construct and maintain a temporary or permanent driveway from any street or roadway from which vehicles and equipment enter the lot on which the building is to be constructed. The driveway shall extend from the street or roadway to the lot and shall be sufficient to accommodate the passage of any vehicles or equipment which must have access to the lot during the period of construction of such building. The driveway shall not in any way impair the operation of any existing drainage ditch, culvert or storm sewer, nor shall it in any way cause the accumulation or diversion of natural watercourses.
