(a) Director of Inspections. The Director of Inspections shall inspect the building and inform the applicant, in writing, of any variance with the Building or Zoning Code of the City.
(b) Director of Engineering. The Director of Engineering shall inspect the building, the proposed route, the equipment to be used and the lot on which the building will be located. He shall inform the Director of Inspections, in writing, of any violation incurred in the placement of the building and grade levels. He shall also impose necessary restrictions on the move to protect City and private property.
(c) Chiefs; Service Director. The Police Chief, the Fire Chief and the Director of Public Service shall inform the Director of Inspections, in writing, of any requirements they deem necessary for the protection of life and property.
(d) Notification.
(1) Council; adjacent residents. The Director of Inspections shall notify, by leaving a notice of the application by hand delivery within twenty-four hours of the date of application to move a building is filed, all members of Council and all residents within 500 feet on the street of the proposed site to which a building is to be moved.
(2) Other residents; Fire, Police and Service Departments. The Director of Inspections shall send a notice by hand delivery giving the following residents and departments a minimum of five days notice of the time a building is to be moved:
A. To all residents on the street if the street upon which the building is to be moved ends in a cul-de-sac or there is only one outlet from the side street to the main traffic artery;
B. To all residents within 500 feet of the proposed site on the street; and
C. To the Fire Department, the Police Department and the Department of Public Service.
(3) Posting of property; objections and appeals. The applicant for moving a building shall post upon the property in a conspicuous place, visible from the street right of way, an orange sign with the words "House Moving Permit Applied For" within twenty-four hours after making application with the Director of Inspections. The sign shall be furnished to the applicant by the Director. The sign shall remain in place for fifteen days before the permit is issued. Any person objecting to the building or the moving thereof shall file his objections with the Director for his consideration within fifteen days from the date that the sign is first posted. Objections filed thereafter shall not be considered by the Director. Within seven days after the Director issues the permit to move the building, any person aggrieved may file an appeal from the decision of the Director to issue the permit to move the building. The appeal shall be filed with the Clerk of Commissions and shall be in writing setting forth therein the basis upon which the appeal is taken. The Clerk of Commissions shall forthwith notify the Director of Inspections and the Board of Building and Zoning Appeals that an appeal has been filed.
The Director of Inspections, in the event that he determines to issue the permit to move the building, after reviewing objections filed during the posting period, shall notify each person objecting, in writing, that the permit has been issued and that they have the right to appeal his decision to the Board of Building and Zoning Appeals within seven days from the date that the permit was issued. This notification shall be made by delivering a copy of the notice to the residence of the person objecting within twenty-four hours after the permit has been issued.
The Director of Inspections, after issuing a permit to move a building, shall not allow any work to be performed or the building to be moved under the permit until the appeal time has expired. In the event an appeal is filed, the Director of Inspections shall not permit any work to be performed or permit the building to be moved until the Board of Building and Zoning Appeals has issued its decision approving the permit as issued.
