1129.06 WATER SUPPLY.
   A water system shall be designed and constructed by the developer, as required for the district in which the subdivision is located, and a supply provided for each lot, as follows:
   (a)   Public Supply. Where a public water supply and a main are within 1,000 feet of the subdivision, a public water system shall be provided for fire protection and a house connection shall be provided for domestic use to serve each lot.
   (b)   Wells. Where a public main is not within 1,000 feet of a proposed subdivision, a well shall be provided for each lot.
   (c)   Design Standard. A public water system shall be designed and constructed in accordance with the standards and plans of the City of Cleveland Water Department and of the City of Westlake. Private wells shall be designed and constructed in accordance with the standards of the County Board of Health. The developer shall construct and pay for all water mains necessary to serve the subdivision. If extra- size or off-site water lines are required, standards for prorating costs as set forth in Section 1129.12 shall be used. The developer shall provide a temporary easement if the streets are not dedicated prior to installation of the water lines.
