The process and procedure for assessments set forth herein and above shall be in lieu of the process set forth in Chapter 727 and Chapter 729 and other sections of the Ohio Revised Code. However, Council may by ordinance or resolution determine to use the provisions of the Ohio Revised Code, including, but not limited to, Chapter 727 and Chapter 729 for the implementation of new public improvements or complete replacements of public improvements including sidewalks.
