The provisions of this chapter shall not apply to any work done by, at the direction of, or pursuant to lawful order of the City pertaining to sidewalk improvements, to any work done under the provisions of Chapter 1129 of the Planning and Platting Code, or to any work done by a property owner entirely on their own property, not designed to be used by the general public for travel upon, within or adjacent to public rights of way.
