"Person" as used in this chapter, means any person, firm or corporation.
No person shall drill or cause to be drilled a well for gas or oil within the City, without first obtaining a permit issued by the Director of Inspections, as hereinafter provided for each well to be drilled. The fee for such permit shall be five hundred dollars ($500.00).
