(a) No person shall place or deposit any dirt or foreign material in any fire hydrant, valve box or stopcock box, or commit any act tending to obstruct the use thereof or injure in any manner any fixture connected to the public water system within the City.
(b) No person shall take or use water from any hydrant, valve or other opening in the water mains constituting a part of the public water system of the City, unless a permit therefor has been issued by the Commissioner of the Division of Water and Heat of the Department of Public Utilities of the City of Cleveland, and unless such permit holder has registered the permit with the Director of Inspections of Westlake and has displayed sufficient evidence that he has the proper tools and devices for taking such water.
(c) No person shall open any hydrant under any circumstances with any device other than a standard hydrant wrench.

(d) Whoever violates any of the provisions of this section is guilty of a misdemeanor of the third degree.
