371.12 OBSTRUCTING HIGHWAY OR ENTRANCE.
   (a)   No person shall be permitted upon that portion of the public highway or other public place immediately in front of any entrance to any building, grounds or other property, nor shall such portion of the highway be barricaded, obstructed or interfered with in any manner as will prevent or interfere with ingress to or egress from the premises adjacent to such highway or other public place, or interfere with the unobstructed use of the public street.  “Entrance”, as used in this chapter, shall include any footpath, railroad or truck right of way or other means of ingress or egress from the premises.
   (b)   Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues. Whoever violates this section for a second or subsequent time within a forty-eight hour period shall be guilty of a fourth degree misdemeanor. (Ord. 2000-143. Passed 2-15-01.)
