After junk vehicles have been sold or otherwise disposed of, the proceeds of such sale, if any, shall be applied to the towing charges and, if such proceeds are insufficient, the owner shall pay such charges. The balance, if any, shall be deposited in the City General Fund. The City shall not be responsible to the towing company for towing charges and, if towing charges are uncollectable through sale or from the owner, such towing charges shall be waived by the towing company. Notice of this section shall be given to the towing company before a junk motor vehicle is towed by the towing company.
