As used in this chapter, "junk motor vehicle" means any vehicle which meets all of the following requirements:
(a) Three years old or older;
(b) Extensively damaged, such damage including, but not limited to any of the following: missing wheels, tires, motors or transmissions, extensively rusted or with broken windows;
(c) Apparently inoperable;
(d) Having a fair market value of less than one thousand dollars ($1,000).
The fact that a vehicle meeting the above requirements has a current registration and is duly licensed shall not shield such vehicle from being considered a junk motor vehicle as defined herein.
