(a) Notwithstanding the provisions of any other City ordinance or lawful regulation, any person charged with the violation of any ordinance or regulation relating to the stopping, standing or parking of motor vehicles, who has received notice to appear and answer to such a violation, may, upon filing a waiver with the Police Department in the prescribed manner within seventy-two hours after such notification is delivered or placed upon the motor vehicle involved, and paying a fine of twenty dollars ($20.00) shall have no costs charged against such offender.

(b) Upon failure to appear and file a plea within such seventy-two hour period, a warrant may be issued for the arrest of the offender and upon conviction of the offense for which summoned he shall be subject to the penalties otherwise provided therefor by law.
