(A) The provisions of this chapter shall not apply to:
(1) Funeral processions, but funeral directors are requested to give advance notice to the Chief of Police so that he or she may arrange for the expeditious handling of traffic;
(2) Students going to or from school classes or participating in educational or recreational activity where the activity is under the supervision and direction of proper school authorities; and
(3) Any governmental agency acting within the scope of its functions.
(B) The terms and conditions of this application shall apply to all applicants and may be enforced by the Town of West Jefferson and the West Jefferson Police Department or other law enforcement agency. Any exceptions to these policies must be made in writing by a town official.
