(A) (1) It shall be unlawful to park or leave standing any vehicle, whether attended or unattended, on the south side of First Street from Jefferson Avenue eastward to the first alley.
(2) It shall be unlawful to park or leave standing any vehicle, whether attended or unattended, on the north side of First Street from Third Avenue to the first alley west.
(B) It shall be unlawful to park or leave standing any unattended vehicle between the two posted no parking signs on the west side of Third Avenue.
(C) (1) It shall be unlawful to park or leave standing any vehicle, whether attended or unattended, upon or within any alley in the town, except for the necessary purposes of loading and unloading, and then for no longer time than is reasonably necessary to accomplish the loading or unloading. It shall likewise be unlawful to park or leave standing any vehicle, whether attended or unattended, at any entrance or exit in or to any alley within the town in a manner as to block the entrance or exit of any alley.
(2) The congestion of vehicular traffic upon those portions of the public streets of the town hereinafter designated is such that public convenience and safety demand that vehicular parking within the areas be regulated and limited, and those portions of the streets of the town in which the congestion exists to the extent that the regulation and limitation of vehicular parking time are required, are the following:
(a) Jefferson Avenue extending from Second Street to Hice Avenue; and
(b) Main Street extending from Backstreet to the railroad crossing just east of the Ashe County Cheese Plant.
(D) It shall be unlawful to park or leave standing any vehicle, whether attended or unattended, on the south side of First Street from Jefferson Avenue eastward to the first alley. It shall be unlawful to park or leave standing any vehicle, whether attended or unattended, on the north side of First Street from Third Avenue to the first alley west.
(E) It shall be lawful to park on West Second Street along the West Jefferson Methodist Church during the following times: Sundays, between the hours of 8:00 a.m. and 9:00 p.m., and on Wednesday nights, between the hours of 6:00 p.m. and 9:00 p.m., provided:
(1) Parking is only allowed in parking spaces designated for handicapped parking; and
(2) Only vehicles with a properly issued handicapped sticker may park in such handicapped parking spaces.
