The Board of Aldermen in deciding whether to allow or deny the request or requests for a building or structure shall determine whether the proposed moving shall promote the orderly growth of the town, whether the proposal violates the zoning ordinance or other ordinances of the town, and whether the proposal will endanger the public health and welfare of the town.
