(a) The Village may test residential or commercial water meters after a request has been made by the property owner, or may test meters without the request of the property owner if the Village has reason to believe that the meter is not accurate.
(b) If the Village deems it necessary to test the meter, this shall be done at no cost to the property owner. If the test is requested by the property owner, there shall be a charge of twenty-five dollars ($25.00) per test, payable by the property owner. However, if the test reveals that the meter is inaccurate, there shall be no charge.
