933.03 BILLING PROCEDURES; SHUTOFF PROCEDURES FOR NONPAYMENT.
   Council hereby establishes the following policy and sets penalties for late payment and shut off procedures:
   (a)   There will be a $100.00 deposit for all new water customers, and for those users who have never paid a deposit, following their first disconnection of service for non-payment after the effective date of this Ordinance. Deposits will be refunded upon payment of the final bill.
   (b)   Pursuant to Ohio Revised Code Section 743.04, 743.08 and 743.14 the bill stays with the property owner.
   (c)   All sanitation, sewer and water bills are due by the fifteenth (15th) of the month.
   (d)   Accounts not paid in full by the fifteenth (15th) day of the month shall be considered as delinquent accounts and assessed a late charge of ten percent (10%) on current billing.
   (e)   Delinquent accounts not paid by the fifteenth (15th) day of the month will be issued a shutoff notice on the next business day.
   (f)   Failure to pay a delinquent account and late charges within ten (10) working days after the issuance of a shutoff notice will result in water being shut off.
   (g)   The Village reserves the right to enter the premises, remove the meter, and take all necessary measures to prevent unlawful use of water.
   (h)   A charge of twenty-five dollars ($25.00) will be assessed to re-connect the water following a shutoff per calendar year, January 1 through December 31. Any additional re-connect will be charged $50.00 each per calendar, January 1, through December 31, or approved by the Public Service Director or Mayor.
   (i)   Accounts must be paid in full and current, including late penalties and re- connection charges, before water service will be resumed.
   (j)   The price of a new meter shall be determined by the Public Service Director.
   (k)   The replacement cost, including materials and labor if applicable, of any meter that freezes, breaks or is damaged by the resident, resident’s pet, wild animals, or any reason other than manufacturer’s defect or wear out from prolonged use, will be borne by the account holder.
   (l)   Residents who currently have a deduct meter shall have their old meter replaced with the new automatic meter reading system which includes a new meter and the smartpoint transmitter at no additional cost to the property owner.
   (m)   The cost of any new deduct meters shall be borne by the property owner including the cost of materials plus a $50.00 fee to install, after the plumbing is completed with meter connections.
   (n)   Bulk water purchase: A contractor may purchase water from the Village at the outside water rate plus time involved in pumping: A $250.00 deposit fee will be collected prior to the pumping. Water may only be pumped from an approved meter site (water plant).
