Any petition submitted to the Village Council praying for the vacation of an alley or street or part of, located within the Village limits, shall be submitted on a form prescribed by Council, as attached, and shall be filed with the Clerk of Council. Owners of property adjoining the portion asking to be vacated, and property owners who may be affected by such closing must be listed even though they may not be petitioners.
