(a) The Mayor shall refuse to issue or renew a massage technician license or may revoke or suspend such license where it finds any of the following:
(1) The massage technician committed a sex-related offense or any felony offense;
(2) The massage technician violated any of the provisions of this chapter.
(b) The issuance, renewal, suspension or revocation of a massage technician license shall be pursuant to the provisions of this chapter.
