(a) No person shall engage in, conduct or carry one, or permit to be engaged in, conducted or carried on, in or upon any premises in the Village, the operation of a massage establishment as herein defined, without first having obtained a license from the Mayor.
(b) No person shall engage in the business of or be employed as a massage technician in the Village unless he or she has obtained a license from the Mayor.
