(a) Any person convicted of a criminal offense other than a minor misdemeanor and who as a consequence thereof, is incarcerated, shall reimburse the Village for its expenses incurred by reason of his or her confinement, including but not limited to, the expenses relating to the provisions of food, clothing, medical care and shelter.
(b) Before any legal action is taken by the Law Director, the defendant shall be billed for all expenses incurred by him or her, as described in subsection (a) hereof, such payments payable to the Village.
(c) Upon written authority from Council, the Law Director is authorized to institute any appropriate civil suit in the Madison County Court of Common Pleas for the recovery of the expenses referred to in subsection (a) hereof, the amount of the reimbursement to be determined by the Court pursuant to the Ohio Revised Code.
