351.06 WASHING OR REPAIRING VEHICLE UPON ROADWAY.
   (a)   It shall be unlawful upon any highway to repair, wash, polish or clean any vehicle, or to park any vehicle for the purpose of so doing. This section shall not be construed to prohibit the making of such necessary emergency repairs as will permit a vehicle to proceed.
   (b)   It shall be unlawful for the owner or operator of any vehicle to use any street or alley in the Village to repair or service any vehicle; or to park any vehicle for the purpose of so doing. This section shall not be construed to prohibit the making of such necessary emergency repairs as will permit a vehicle to proceed.
   (c)   “Highway” as stated in subsection (a) hereof shall be defined as those streets connecting with State or County roads (East and West Main Street, North and South Walnut Street, Fellows Avenue to Garfield; Garfield; Frey Avenue, Twin Street; Lilley Chapel Parkway; Kiousville-Lilley Chapel Road; London Road; Ohio Avenue; Putnam Avenue).
   (d)   “Repair” (service) as stated in subsections (a) and (b) hereof shall be defined as follows (except for emergency repairs as will permit a vehicle to proceed): brake repairs, oil changes, grease jobs, body work, painting, clutch, differential, transmission, driveline and engine repairs or replacements; and general maintenance and tune-ups.
   (e)   Vehicles in a raised position shall be safely chocked and all vehicles parked on Village streets, highways and alleys shall not present a safety hazard to other vehicles or pedestrians. All vehicles parked on such streets, highways and alleys shall abide by current parking regulations. (Ord. 85-58. Passed 10-21-85.)
   (f)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
