The general purpose of the Parks District (P) and its regulations are established in order to achieve the following purposes:
(a) To provide opportunities for existing and future outdoor recreational activities;
(b) To provide opportunities for existing and future outdoor athletic activities;
(c) To preserve scenic qualities and resources and provide contrast to the built environment;
(d) To provide adequate opportunities for location of existing and future public utilities, facilities, services or other public or municipal infrastructure or improvements.
