(a) "Mobile food vending unit" shall mean a food service operation or retail food establishment that is operated from a food truck or food trailer that can or does routinely change location. For purposes of this Chapter "mobile food vending unit" excludes food delivery operations and vending machines, as defined by the Ohio Revised Code.
(b) "Mobile food vendor" shall mean every corporation, association, joint stock association, person, firm or partnership, their lessees, directors, receivers, trustees, appointees by any court whatsoever, or their heirs, executors, administrators or personal representatives or assignees of any deceased owner, owning, controlling, operating, or managing any mobile food vending unit.
(c) "Permit" means the temporary public right-of-way occupancy permit authorized by this Chapter.
(d) "Public event" shall mean any public activity or gathering or assemblage of people, other than a special event, that is open to the general public, whether or not a fee for admission is charged or collected, and requires the issuance of a health license or temporary health license pursuant to Ohio Revised Code 3171.01 for participating mobile food vendors.
(e) "Right of way" means any sidewalk, court, alley, street or other area dedicated or designated for the traveling public and held by the Village of West Jefferson.
(f) "Special event" shall mean any activity or gathering or assemblage of people upon public property or in the public right-of-way for which a block party, street closure, race event, parade permit, community market or other like permit or permission has been issued by the Village.
(g) "Street vending" means the operating, controlling, or managing of a mobile food vending unit or conducting business as a mobile food vendor.
(h) "Street vending unit" means the mobile food vending unit or other devices used to conduct street vending operations.
(i) "Street vendor" means a mobile food vendor or any other person, corporation or association operating, controlling, or managing a mobile food vending unit.
