(a) All employees of the Village of West Jefferson who have contact with young people and juveniles in their capacity as such employee and all employees of the Department of Parks and Recreation shall report to the Sheriff's Office of Madison County, Ohio, to be fingerprinted and to subject themselves to a background and criminal check.
(b) Such employees will report to the Sheriff's Department within seven (7) days from receiving notice from the Village to obtain said report. The failure of any employee to obtain said criminal and background check after receiving notice to do so, shall be deemed cause for the immediate dismissal of said employee.
(c) All prospective employees of the Parks and Recreation Department or of any Department where said employees shall be in contact with Juveniles, shall obtain a background and criminal check by the Madison County Sheriffs Department prior to being hired by said Village.
(d) The Director of the Parks and Recreation Department shall receive the background and criminal check by the Sheriffs Department of Madison County, Ohio, of current employees. After reviewing the records, he shall determine the suitability of said employees for dealing with juveniles in their employment. Should the Director find that said employee is unsuitable for its current position, he shall terminate said employment. Any employee so terminated shall have the right to appeal said termination to Council. This appeal shall be in writing, delivered to the Clerk of Council and such appeal shall be heard at the next regular Council Meeting unless said employee requests an extension. Said terminated employee may be represented by Counsel and said employee may present witnesses or other evidence for Council to consider. A majority of the members of Council may sustain or reverse the discharge of said employee.
(e) All Department Heads hiring employees having contact with juveniles shall review the background and criminal check as provided by the Sheriff in determining the suitability of said employee.
(f) The Village shall pay the fees required by the Sheriff of Madison County to obtain said reports.
