1143.09 PLAN SUBMISSION AND APPROVAL.
   (a)   Whenever any property is affected by these landscape requirements, the property owner or developer shall prepare a landscape plan for submittal to the Planning and Zoning Commission for review. Where such plans are part of an application for rezoning, variance, conditional use, or other matters which must be approved by the Planning and Zoning Commission, such plans shall be submitted to the Planning and Zoning Commission fifteen (15) days before the first reading.
      (1)   Certificate of Zoning Compliance and Certificate of Occupancy.
         A.   Where landscaping is required, no Certificate of Zoning Compliance shall be issued until the required landscaping plan has been submitted and approved, and no Certificate of Occupancy shall be issued until the landscaping is completed as certified by an on-site inspection, unless a performance bond or irrevocable letter of credit from a banking institution has been posted.
         B.   If the required landscaping has not been completed and a temporary Certificate of Zoning Compliance is issued, a performance bond or irrevocable letter of credit from a banking institution shall be posted at that time.
         C.   All trees and plantings shall meet the requirements of Sections 1143.11 and 1143.12 and other sections where applicable.
