111.01 REGULAR AND SPECIAL MEETINGS; NOTIFICATION; MINUTES. (
   (a)   (1)   Regular Meetings. Council hereby establishes that regular meetings be held in the Village Council Chambers on the First and Third Monday of each month, at 7:00 pm. In the event that the anticipated attendance would exceed the number allowed in Council Chambers, or in an emergency, it may be held a location designated by the President of Council or by a vote of Council upon proper notice.
      (2)   All other public bodies who hold regular meetings shall establish a regular meeting schedule which shall be filed with the Clerk of Council and published on the Village Website.
   (b)   Special Meetings. Special meetings of Council or any Public Body as defined by the Open Meetings Act shall be called under the guidelines under Section 4.10 Special Meetings, Village Charter, in essence, by a vote of Council, request of the Mayor, President of Council or three Council members by a written notice to be served upon the Mayor and each member of Council, not less than twenty-four (24) hours preceding the time as stated on the written notice, in the Council Chambers, or such place as designated.
   Notice of a special meeting must state the purpose of such a meeting and only those items on the notice may be discussed or acted upon at a special meeting.
   In an emergency situation, every effort will be made to notify each member and will be posted on the Village Website and on the front door of the Water Department as far ahead of the meeting as is possible, stating such emergency to be acted upon.
   (c)   Executive Sessions. Executive sessions must be a part of a regular or special meeting of the Council or other public body as defined by the Ohio Open Meetings Act and must be approved by a roll call vote of a majority of members of the Council or public body.
   (d)   Public Notification.
      (1)   The primary source of public notification shall be the Village website, if possible a newspaper of general circulation and posted on the main entrance of Village Hall leading to the Council Chambers or on the door of the Water Department.
      (2)   A special meeting of a Public Body other than Council shall require twenty-four (24) hours notification on the Village Website, if possible the newspaper of daily circulation and posted on the main entrance of Village Hall leading to the Council Chambers or on the door of the Water Department.
