Any applicant aggrieved by any decision of the Board may appeal the decision to the Village Council. Such appeal shall be taken by the filing of a written statement, setting forth the grounds for the appeal with the Clerk of Council within thirty days of the decision of the Board. Council may reverse, remand or modify such decision and shall state the reasons therefor but may only do so with the concurrence of five members. The appeal shall be decided within thirty days of its filing. If action is not taken within this period, the appeal shall be deemed to be rejected.
