Any owner, person, contractor, or other entity who intends to demolish or remove in any manner any structure located in the targeted area shall apply to the Board for a Certificate of Appropriateness prior to demolishing or removing the structure. The Board shall grant the demolition and issue a Certificate of Appropriateness when at least one of the following conditions prevail:
(a) The structure contains no features of architectural and historic significance to the character of the individual area within which it is located.
(b) There exists no reasonable economic use for the structure as it exists or as it might be restored, and that there exists no feasible and prudent alternative to demolition.
(c) Deterioration has progressed to the point where it is not economically feasible to restore the structure.
Prior to the issuance of a Certificate of Appropriateness for the demolition or moving of a structure, the owner or contractor shall post a $10,000 performance bond conditioned upon the compliance of all terms set by the Board.
The Board shall determine conditions and terms to be met in the removing or demolition of any structure.
