1327.02 POWERS, DUTIES, AND JURISDICTION OF THE DESIGN REVIEW BOARD.
   The Design Review Board shall have jurisdiction over the area of West Jefferson delineated as the "Target Area Limits" on sheet three of the Streetscape Plan of the Downtown Revitalization Plan filed with the Village in September, 1992.
   The Board shall have the following powers and duties:
   (a)   To adopt its own procedural regulations.
   (b)   The Board shall meet on the first Wednesday of each month and at any other time as called for by the chairperson elected by said Board. In the event that the chairperson shall call a special meeting, all members of the Board shall be notified by the chairperson at least twenty-four hours in advance of the meeting by any means available to the chairperson.
   (c)   To conduct an ongoing survey to identify historically and architecturally significant properties, structures, and areas that exemplify the cultural, social, economic, political, or architectural history of the Nation, State, or Village.
   (d)   To hold public hearings and to review applications for construction, alteration, removal, or demolition affecting proposed or designated landmarks, signs, or structures within the target area and issue or deny Certificates of Appropriateness for such actions. Applicants shall submit plans, drawings, elevations, specifications and other information as may be necessary to make decisions and as required by the Board. The Board shall determine the form to be used for the application for a Certificate of Appropriateness.
   (e)   To recommend to Council specific design guidelines for the alteration, construction, or removal of landmarks or property and structures within the target area.
   (f)   To retain such specialists or consultants as approved and financed by the Village Council or to appoint such citizen advisory committees as may be required from time to time.
   (g)   To testify before all boards and commissions, including the Planning and Zoning Commission and the Board of Zoning Appeals, on any matter affecting historically and architecturally significant property , structures and areas.
   (h)   To confer recognition upon the owners of landmarks or property or structures within the target area by means of certificates, plaques, or markers.
   (i)   To periodically review the West Jefferson Zoning Ordinance and to recommend changes to the Planning and Zoning Commission.
   (j)   Within the target area, a Certificate of Appropriateness is a prerequisite for issuance of a building or zoning permit or approval from the Planning and Zoning Commission. (Ord. 92-161. Passed 12-21-92.)
