The Mayor shall give written notice to the owner of any property upon which a nuisance exists, as defined in Section 1323.02
, or to the person causing such nuisance notifying said person or owner that he has fourteen days from the serving of said notice to abate said nuisance. In the event that said person is unable to be personally served with said notice, the Mayor shall cause said notice to be advertised in a newspaper of general circulation in said Village on two separate occasions in two consecutive weeks. The notice, either served personally or by publication, shall contain the following:
(a) General description of nuisance.
(b) The address or location of said nuisance.
(c) The owner of the property on which said nuisance exists if known.
(d) The person creating or allowing said nuisance to exist.
(e) The right to appeal the finding of nuisance to Council as described below.
(f) In the event that said nuisance is not abated within two weeks from the service of the notice, the Village will take all necessary and reasonable actions to abate said nuisance and the cost of said abatement shall be declared a lien against the real estate upon which the nuisance exists and shall be certified to the County Auditor to be placed upon the tax duplicate to be collected during the next tax collection.
