(a) At least four copies of detailed plans and specifications for all improvements shall be submitted to the Village Engineer and meet his approval before any construction shall proceed. Such plans shall be prepared by an Engineer, licensed in the State of Ohio.
(b) The Village shall maintain a competent inspector on the job when improvements are being constructed. The cost of the services of the Engineer in review and approval of detailed plans and specifications, the cost of the inspection and supervision of construction shall be reimbursed to the Village by the developer.
