(a) Proper service of such notice shall be by personal service, residence service, by registered mail or by certified mail; provided, however, that such notice shall be deemed to be properly served if a copy thereof is sent by registered mail to the last known address. If any of the parties who are required to be served with written notice by this Ordinance, cannot be found or located, said party shall be served with notice by publishing the said notice in a newspaper of general circulation in Madison County. Such notice to be published two (2) consecutive weeks. Service will be deemed complete upon the second publication. If such notice is by registered or certified mail, the thirty (30) day period within which such owner is required to comply with the order of the Zoning and Code Enforcement Inspector shall begin as of the date he received such notice.
(b) The owner may request a Public Hearing by certified mail, within this thirty (30) day period, such hearing to be advertised at least five (5) days before being held by Council and within thirty-five (35) days from the date the request is received.
