1135.01 PERFORMANCE REQUIREMENTS.
    (a)   No land or building in any district shall be used or occupied in any manner so as to create any dangerous, injurious, noxious or otherwise objectionable fire, explosive, or other hazard; noise or vibration; smoke, dust, odor or other form of air pollution; heat, cold, dampness; electrical, radiation or other disturbance; flare; liquid or solid refuse or wastes; or other substance, condition or element in such a manner or in such amount as to adversely affect the surrounding area or adjoining premises provided that any use permitted or not expressly prohibited by this Ordinance may be undertaken and maintained if acceptable measures and safeguards are employed to limit dangerous and objectionable elements to acceptable limits and tolerances at the following points of observation:
      (1)   In any "R" district and "B-l" and "B-2" districts, twenty-five (25) feet from the establishment of use, or at the lot line if closer to the establishment of use.
      (2)   In "M" districts: at the boundary or boundaries of the district, or at any point within an adjacent "R" district.
   (b)   The Zoning and Code Enforcement Inspector, prior to the issuance of a zoning certificate, shall require submission of statements and plans indicating the manner in which dangerous or objectionable elements involved in processing and in equipment operations are to be eliminated or reduced to acceptable limits or tolerances.
