1105.02 ZONING CERTIFICATE.
    (a)   It shall be unlawful for an owner to use or to permit the use of any structure, building or land, until a zoning certificate shall have been issued by the Zoning and Code Enforcement Inspector. It shall be the duty of the Zoning and Code Enforcement Inspector to issue a certificate, provided he is satisfied that the structure, building or premises, and the proposed use thereof conform with all the requirements of this Ordinance. No permit for excavation or construction shall be issued by the Zoning and Code Enforcement Inspector unless the plans, specifications and the intended use conform to the provision of this Ordinance.
   (b)   The Zoning and Code Enforcement Inspector shall notify the Auditor of Madison County, quarterly on the first days of January, April, July and October hereafter of all real estate situated in the Village of West Jefferson upon which a permit to construct or improve a building has been applied for and the final inspection thereof made by such Zoning and Code Enforcement Inspector.
