No garbage or refuse shall be collected from any premises where the charges for the collection thereof have not been paid for a period of two months and the failure to pay such charges which cause such garbage or other refuse not to be collected shall constitute a nuisance and the residential unit or commercial establishment responsible therefor shall be liable to prosecution under this chapter.
