(a) It shall be the duty of the Village to collect and dispose of or provide for the collection and disposal of all garbage or other refuse from all premises within the Village, and such collections shall be made as follows:
(1) Residences - At least one time each week.
(2) Business Places - As determined by Council.
It shall be the duty of the Public Service Director to collect the service charges provided in the accepted contract, on residential units only. Charges will be collected only on those commercial establishments which are serviced by the Prime Contractor, and have been requested by him to be collected by the Village.
The Public Service Director shall cause the charges for each residence and/or, if applicable, business place, to be placed on the water and sewer bill for such premises served with water and/or sanitary sewer facilities, including all such premises which are now being charged for water and/or sanitary sewer facilities and upon which premises a dwelling is occupied for residence purposes or a business is conducted. All funds collected by the Public Service Director shall be delivered monthly to the Treasurer for deposit to a fund known as the Sanitation Fund, upon a pay-voucher provided by the Clerk. The Public Service Director shall keep an account record of all charges made and funds collected under this chapter and, when requested, shall make and submit to Council a written statement thereof.
(b) All garbage or other refuse transported on the street or other public thoroughfares or alleys in the Village shall be in containers, and in vehicles, the bodies of which are leakproof, which shall be completely covered with metal or heavy canvas. Spillage or drippage from vehicles transporting such garbage or refuse shall be prohibited.
(c) All materials on the public disposal grounds or sites shall be deemed the sole property of the Village.
