(a) No householder or commercial operator shall permit to accumulate upon the premises, any garbage or other refuse except in covered containers which shall be approved by Council. Council shall be authorized to make such regulation pertaining to the type and size of containers as it shall deem proper from time to time.
(b) No householder shall permit trash containers to remain in front of residences for more than twenty-four hours prior to trash pickup and no more than twenty-four hours after trash pickup. (Ord. 81-40. Passed 7-6-81.)
