No person shall bring into the parks any pets except dogs. Dogs are permitted only in the open area, parking areas and roadways (not on trails) and shall be controlled at all times on a leash not more than six feet long. The owner of such animals shall be responsible for the removal and proper disposal of any droppings left by such animals.
