§ 34.10 OPERATIONAL CONCEPT.
   (A)   The city will use a simple emergency level response system to:
      (1)   Help clarify the impact of the emergency on the city;
      (2)   Alert city officials of the need to make a disaster declaration; and
      (3)   Alert city officials of the need for EOC activation.
   (B)   When an unexpected incident occurs that requires a response to protect life or property, the on-scene commander will notify the Mayor to discuss:
      (1)   Impact of the event on the city and its resources;
      (2)   Situation status (what has happened, what is happening, and what may happen);
      (3)   Resource status (resources on-scene, resources en-route, and resources needed); and
      (4)   Need for declaration of emergency level.
   (C)   The Mayor makes the disaster declaration and determines the emergency level as appropriate.
