§ 34.03 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates, or requires, a different meaning.
   EMERGENCY OPERATIONS CENTER (EOC). The physical location at which the coordination of information and resources to support incident management (on-scene operations) activities normally take place.
   INCIDENT COMMAND SYSTEM (ICS). A standardized, on-scene, all-hazards incident management approach that allows for the integration of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure; and
      (1)   Enables a coordinated response among various jurisdictions and functional agencies, both public and private; and
      (2)   Establishes common processes for planning and managing resources.
   INCIDENT COMMANDER (IC). The individual responsible for all incident activities, including the development of strategies and tactics, and the ordering and release of resources. The INCIDENT COMMANDER has overall authority and responsibility for conducting incident operations and is responsible for the management of all incident operations at the incident site.
   INCIDENT OBJECTIVE. A brief, clear statement of guidance and direction needed to select appropriate strategy(s) and the tactical direction of resources. INCIDENT OBJECTIVES are based on realistic expectations of what can be accomplished when all allocated resources have been effectively deployed.
   MANAGEMENT BY OBJECTIVES (MBO). A systematic and organized approach that allows management to focus on achievable goals and to attain the best possible results from available resources.
   NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS). A uniform set of processes and procedures that emergency responders at all levels of government will use to conduct response operations. NIMS enables responders to work together more effectively and efficiently to manage an incident no matter what the cause, size, or complexity.
   STRATEGIES. Establish the general plan or direction for accomplishing the incident objectives.
   UNIFIED COMMAND (UC). A structure that brings together the incident commanders of all major organizations involved in the incident in order to coordinate an effective response, while at the same time carry out their own jurisdictional responsibilities.
