   (A)   All applicants for building permits for main uses in areas covered by public culinary water systems in the city shall pay to the city a development impact fee at the time of application for a building permit for the purpose of installation of fire hydrants in areas considered deficient by the city’s Fire Chief, or by the individual rendering that service to the city.
   (B)   The fees so collected shall be deposited in a reserve fund established for each service area, and out of which fire hydrants will be purchased within the appropriate service area.
   (C)   A priority plan for each water system area shall be developed and maintained by, or for, the city.
   (D)   When the city determined that sufficient funds exist, it shall purchase, and cause to be installed, the appropriate fire hydrants.
   (E)   The fee shall be $1.50 per front foot of property devoted to the main use, but in no case less than the minimum width of a lot required by zoning for the applied use.
   (F)   The fee shall not be collected for those lots in approved subdivisions where the city has required the installation of hydrants as a condition of approval, nor for commercial or industrial developments.
