As a condition of final approval of a subdivision plat or site plan, or as a condition for the issuance of a building permit for private, commercial, industrial, or public use development, the owner, developer, or builder shall pay an impact fee on the following basis, the same to be imposed per lot or tract at the time of issuance of a building permit, and to be used within a period reasonably related to the payment thereof.
