(A) The Clean Water Act, being 33 U.S.C. §§ 1251 et seq. (Pub. Law No. 92-500), requires that all communities within certain metropolitan areas have a stormwater management plan.
(B) The city has prepared and adopted a stormwater management plan, which includes annual operation and management costs, anticipated revenue, and utility fees, among other items.
(C) The current stormwater management plan is hereby adopted by reference.
