Within 90 days after adoption of this subchapter, existing operations shall comply with the provisions set forth in §§ 152.53 and 152.54. In no case, however, shall requirements be imposed which are economically or engineering unreasonable, as determined by the City Engineer, in respect to conditions resulting from operations prior to the adoption of this subchapter.
